5/3/2013	US Bancorp/US Bank Vendor ID Changes	US Bancorp/US Bank is in the process of changing their tax ID and vendor number on file with the State of Arizona. Their current AFIS vendor number, starting with 1411xxxxxxx, will change to a new vendor number starting July 1, 2013. All Purchase Card and CTA Ghost Card Account payments issued to US Bancorp/US Bank as of July 1st will need to be remitted to the new vendor number. All existing ACH mail codes and account numbers will be transferred, by the GAO, to the new vendor number starting in July.

1/30/2013	2012 W-2s were mailed yesterday	2012 W-2’s were placed in the mail yesterday, Tuesday, January 29, 2013. 30,113 employees consented to receive their 2012 W-2 online and were successfully excluded from the mailing. Also, 771 W-2 Notices were mailed yesterday to those employees who consented to an online W-2, but had a bad email address when we emailed them that their W-2 was available online.

12/24/2012	Updated Federal and State Tax Withholding effective January 1, 2013.	The General Accounting Office has posted the payroll tax tables effective January 1, 2013. Federal withholding tables have NOT been updated, and we will post tables for 2013 when those rates are available. Changes to the Social Security tax for the employee portion are reflected. A new retirement plan for Public Safety Detention Officers has been added in addition to new Deduction Codes for the ADOA Supplemental Benefit Plan for eligible Public Safety employees.

5/17/2012	ASRS Employee & Employer Contributions (HB 2264)	The Governor signed House Bill 2264 into law on May 7, 2012 with an immediate effective date. The law reverses last year’s changes to the ratio of employer/employee contributions; effectively changing the 53/47 ratio back to an even 50/50 split. Furthermore, employees will be refunded their excess contributions above the 50% rate since the enactment of last year’s legislation.

Current employees who fail to make the required A-4 election will stay in their current HRIS Formula which may not be the appropriate option for their specific situation.

Effective immediately, State employees who are paid through HRIS that have older children on their benefit plans will now be eligible for pre-tax treatment of the deductions and imputed income for the value of the employer provided coverage will no longer be required.

5/5/2010	Changes to AFIS Due Date Edit	Beginning on Monday May 10, 2010, the AFIS due date edit in place for all AFIS claims transactions will be changed from required to optional. The current due date edit requires claims to be input into AFIS at least two business days prior to processing.

This means the extra payday could show gross wages more than an employee’s annual salary on their final pay stub and federal taxable wages on the W-2 could be greater in 2009 than 2008 even with no job or pay change. It also means some deductions may be less than normal or not taken at all thus increasing the net pay on the final payday of the year. Please encourage employees to plan accordingly.

Section II of this bill requires the transfer of monies from 104 funds to the State general fund for purposes of providing adequate support and maintenance for agencies of this State.

4/24/2008	Laws 2008, 48th Legislature, Second Regular Session, Chapter 53 (HB 2620) – Information on Section 3, Appropriation Reversions	Laws 2008, 48th Legislature, Second Regular Session, Chapter 53, Section 3 (HB 2620), includes several appropriations that must be reverted to the State General Fund. The General Accounting Office (GAO) will be indentifying the appropriation information on the AFIS and setting the effective end dates to March 31, 2008 to prevent further spending. These appropriations will be manually reverted to the General Fund on May 15, 2008 if the transfer information is not received from the agencies prior to that date.

These transactions must then be re-entered through the HRIS under the new process.

4/6/2007	Travel Management Subsystem (TMS) Agency Demos May 21, 2007	The GAO will be hosting an initial agency demo on the new Travel Management Subsystem (TMS) on Monday May 21, 2007. There will be two separate sessions to accommodate the number of attendees we are expecting. The first session will be held from 9:30 am – 11:30 am and the second will be held from 1:30 pm – 3:30 pm. Both sessions will be held in the ADOA conference rooms 300 A/B/C. We highly encourage Chief Financial Officers and Travel Coordinators from all agencies to attend this demo. Note that this demo is not intended for all State travelers. There will be future training established for travelers.

The General Accounting Office would like to announce an audio conference that will be hosted by the Association of Governmental Accountants (AGA). The conference offers 2 CPE credits and will discuss how data and business information can be made interactive through an XML-based standard called XBRL (Extensible Business Reporting Language). The conference will be held on April 18, 2007.

7/3/2006	Attorney General Counsel Services Pro-Rata Charge	Effective July 1, 2006, an Attorney General Counsel Services Pro Rata Charge will be assessed to the total payroll of most State agencies. The rate for this charge has been set, in accordance with HB2868, at .635%.

6/30/2006	HRIS Fiscal Year End/New Year Processing	Due to fiscal year end activities and the July 4th holiday, the HRIS will not be available for update part of Saturday and after 12:00pm on Tuesday. Also, we will not run the handwrites on Monday and Tuesday. The ZR111 (Missing Time Records) report will be run on Friday. 4/26/2006	Performance Pay Code Descriptions, Instructions and Calculator	The General Accounting Office has posted new information to its web site concerning the new Performance Pay Codes. This new information includes detailed descriptions regarding the new pay codes that have been established for the performance pay, detailed instructions on how to use the pay codes for leave payoffs and prior period adjustments and a spreadsheet that can be used to calculate the amount of performance pay for each pay code.

4/24/2006	One-hour meeting to discuss the June 1, 2006 implementation of the Retiree Accumulated Sick Leave (RASL) Deferred Compensation Option	On Monday, May 1, 2006, the General Accounting Office is holding a one-hour morning and afternoon meeting to provide information about the implementation of the Retiree Accumulated Sick Leave deferred compensation option. The option will be available to State and University retirees who separate after May 31, 2006. Human Resource and Payroll employees who work with termination/retirement issues are invited to attend.
