US Bancorp/US Bank is in the process of changing their tax ID and vendor number on file with the State of Arizona. Their current AFIS vendor number, starting with 1411xxxxxxx, will change to a new vendor number starting July 1, 2013. All Purchase Card and CTA Ghost Card Account payments issued to US Bancorp/US Bank as of July 1st will need to be remitted to the new vendor number. All existing ACH mail codes and account numbers will be transferred, by the GAO, to the new vendor number starting in July.

The General Accounting Office has posted the payroll tax tables effective January 1, 2013. Federal withholding tables have NOT been updated, and we will post tables for 2013 when those rates are available. Changes to the Social Security tax for the employee portion are reflected. A new retirement plan for Public Safety Detention Officers has been added in addition to new Deduction Codes for the ADOA Supplemental Benefit Plan for eligible Public Safety employees.

The Governor signed House Bill 2264 into law on May 7, 2012 with an immediate effective date. The law reverses last year’s changes to the ratio of employer/employee contributions; effectively changing the 53/47 ratio back to an even 50/50 split. Furthermore, employees will be refunded their excess contributions above the 50% rate since the enactment of last year’s legislation.

The 2010 W-2 forms were placed in the mail January 26 and 27, 2011. Of the 48,622 W-2’s prepared for State employees on the ADOA payroll system, 12,508 employees consented to receive their W-2 online and were successfully excluded from the mailing.

Employee reimbursement transactions will occur, as they did last payroll, they just simply will not be displayed on the report. Paper A-4 elections for wages paid after June 30, 2010 cannot be entered directly into HRIS on PR13. The HRIS programming changes necessary to accommodate the Arizona State tax change is not yet available and may not be available in sufficient time for agencies to make updates directly on the PR13. Therefore, only two methods are available to make A-4 updates. Agencies will have to use the A-4 Upload Tool for employees who submit a paper return, or employees will have to submit their elections using the electronic method on YES.

Employees now have two options to complete the new Arizona Form A-4 that is required by law for wages paid after June 30, 2010. State employees on the HRIS payroll system can submit an Arizona Form A-4 on paper to their agency payroll office or electronically via the YES website. Current employees who fail to make the required A-4 election will stay in their current HRIS Formula which may not be the appropriate option for their specific situation.

This means the extra payday could show gross wages more than an employee’s annual salary on their final pay stub and federal taxable wages on the W-2 could be greater in 2009 than 2008 even with no job or pay change. It also means some deductions may be less than normal or not taken at all thus increasing the net pay on the final payday of the year. Please encourage employees to plan accordingly.

Laws 2008, 48th Legislature, Second Regular Session, Chapter 53, Section 3 (HB 2620), includes several appropriations that must be reverted to the State General Fund. The General Accounting Office (GAO) will be indentifying the appropriation information on the AFIS and setting the effective end dates to March 31, 2008 to prevent further spending. These appropriations will be manually reverted to the General Fund on May 15, 2008 if the transfer information is not received from the agencies prior to that date.

The GAO will be hosting an initial agency demo on the new Travel Management Subsystem (TMS) on Monday May 21, 2007. Both sessions will be held in the ADOA conference rooms 300 A/B/C. We highly encourage Chief Financial Officers and Travel Coordinators from all agencies to attend this demo.
